Scientific Understanding and Provision of an Enhanced and Robust Monitoring system for RRI (SUPER MoRRI)

About the project

Across Europe, research performing and research funding organisations (RPOs and RFOs) increasingly appreciate the need for a more dynamic governance and a better societal integration of research and innovation (R&I). Internal drivers of change (such as the digitalization of science) and political will to better align with societal needs and concerns are bringing about aspirational policies and processes of transformation of the R&I system, including those of RRI – responsible research and innovation.

In order for the aspirations of RRI to be realised, robust tools must be developed for R&I policy and practice. The MoRRI project (2014-2018) conceptualised and implemented the first RRI monitoring system in Europe. The SUPER MoRRI project builds upon and continues the work of MoRRI, ensuring sustained data collection, curation, further assessment and refinement of the MoRRI indicators. EU-28(-27) data will be complemented by monitoring data from selected non-EU countries. Furthermore, SUPER MoRRI will go well beyond the technical efforts of MoRRI and develop a more complete scientific understanding of the complex and diverse relationships between RRI policies and practices and their societal, democratic, economic and scientific benefits. These theoretical advances together with the continuous data stream into the project form the basis of the iterative learning processes needed to create a mature monitoring system with indicators and metrics that are robust, realistic, in themselves responsible, and easy to implement.

To meet these ambitious research challenges, the original scientific partners of MoRRI have included complementary RRI expertise to form the truly interdisciplinary SUPER MoRRI consortium.In line with the concept of RRI itself, our learning processes will also be enhanced by participatory co- creation practices with stakeholders.Last, but not least, the project includes a series of measures to facilitate dissemination and uptake of the mature monitoring systems for a range of uses, including benchmarking on national and regional levels and self- assessment opportunities for RPOs and RFOs.Specifically, we will provide an easy- to - use and easy- to - customize online dashboard system that will serve a variety of uses and end - users.

Overview Work Packages and project design

The approach of the SUPER MoRRI project is set into motion by a project design that combines two main streams of work: (1) Sustained and improved data collection (WPs 1-3) and (2) innovative approaches and research reaching beyond the monitoring system (WPs 4-6). Both streams of work are interconnected by effective interfaces ensuring iterative learning process between the individual WPs. A dedicated work package (WP 7) takes concrete measures to maximise SUPER MORRI s impact.

WP 1 Critical inspection and strategic planning

WP 1 Critical inspection and strategic planning will critically assess the metrics and indicators developed by the initial MoRRI project (2014-2018) by combining desk research and a stakeholder-inclusive assessment process. Taking the assessment into account, an improved set of RRI indicators will be defined, ensuring sustained data collection, technical refinements, and new metrics and indicators. This conceptual and methodological groundwork will provide the basis for WP 2 (Data collection). In iterative steps, the insights, learnings and experiences generated in WPs 2, 4, 5 and 6 will be used to revise and improve the conceptual underpinnings of the RRI monitoring system. Key analytical findings, lessons learned, policy recommendations and a prospective outlook for future RRI monitoring will be provided in a final report.

WP 2 Data collection

Guided by the groundwork of WP 1, WP 2 will develop and implement an efficient monitoring system to collect quantitative and qualitative data from different levels across EU member states and selected non-European countries. The data collection procedures will be supported by a network of national correspondents (EU 27/28 and non-European); additional data sources will include RRI indicator-relevant H2020 projects, secondary R&I data sources, and data generated in SUPER MoRRI s self-assessment tool (WP 6). The quality-assured descriptive monitoring results will be made available in three monitoring reports and in the customisable web-based dashboard system (WP 3).

WP 3 Dashboard and visualisation

will develop a web-based, user-friendly and customisable information dashboard in order to make available the RRI monitoring data (WPs 2, 4 and 6) to stakeholder groups (e.g., policy makers, RPOs, RFOs, CSOs, industry). Key functionalities of the user interface of the dashboard will include aggregated comparisons by country, RRI indicator, RRI key dimension and actor type. To ensure usability and functionality, a systemic process of end-user interaction and testing will be conducted. The dashboard will be an integral part of the SUPER MoRRI online platform, consisting of the project website with collaborative features (WP 7), the dashboard, the self-assessment tool (WP 6), and an intranet for consortium members (WP 8)

WP 4 International benchmarking

International benchmarking will contribute to a better understanding of RRI-like policies and activities beyond Europe, thereby taking first decisive steps towards international benchmarking of RRI. To this end, a network of about 8-10 international satellite partners will support SUPER MoRRI by identifying suitable data sources, providing contextualised knowledge and collect a limited set of R&I data as part of the RRI monitoring process of WP 2.

WP 5 Scientific, social, economic and democratic benefits

WP 5 Scientific, social, economic and democratic benefits has the objective to develop an empirically based, robust understanding of the scientific, democratic, societal and economic benefits of RRI. To this end, a series of innovative empirical case studies, applying a mixed-methods approach, will be conducted that will generate primary data to explore the various benefits of RRI in order to support the development of new metrics and indicators of RRI and its benefits. WP 5 is innovative because the case studies will search for evidence whether, and in what way, the "new RRI" way of conducting science and innovation can lead to scientific, democratic, social and economic benefits. In addition, the case study program is innovative because of its combined methods approach: Large-scale data analysis will provide general insights into patterns of RRI practices; the qualitative cases will lead to in depth stories on how impact pathways may emerge in targeted areas. Key findings of WP 5 will feed iteratively into WP 1 and WP 2.

WP 6 Self-assessment

WP 6 Self-assessment will develop a web-based assessment tool that can be of assistance to all types of stakeholder groups interested in reviewing their own RRI policies and practices. Particularly meso-level organisations (RFOs, RPOs, associations and companies) will be able to use the self-assessment tool to monitor and measure organization progress ("RRI readiness levels") and compare performance with peer organisations. The conceptual basis for RRI performance measurement will draw on WP 1, WP 4 and WP 5 as well as knowledge generated in related RRI projects. Data generated in the tool will complement the RRI monitoring system (WP 2).

WP 7 Impact and communication

WP 7 Impact and communication will enable outreach, community building, stakeholder engagement, knowledge transfer, as well as project capitalisation. The work package aims at ensuring strategic dissemination and follow-up for broadly facilitating SUPER MoRRI results and tools are taken up by key target groups at different levels (organisational, regional, national and European). Moreover, WP 7 interacts with and complements the other WPs, designing and producing targeted communication activities.

WP 8 Management and coordination

WP 8 Management and coordination will ensure efficient and effective management of the project, including financial reporting, liaison with the European Commission and fulfilment of all contractual obligations. A systematic internal review process will be implemented for the purpose of quality control of all scientific deliverables.
